I think both categories you name here are " narrow", you have to accept lots of smurf just to assure every player can enter automatically. You have a steam group, a site, a forum, a chat... if you imposed a wrong ban on a player he can complain about it in a lot of different ways and you remove the sanction. We' re talking about 1/1000.
As some of you stated, and i agree with that, there are many smurf who are completely correct and shouldn' t be penalized.
What about limiting smurf access based on hours of gameplay? If a guy create a smurf just to cheat he will be banned in few days, probably before you review the demo as the guy i was banned for.
99% of the smurfs can be spot even if their profiles are private or " semi-private" ( games, achievements, hours hidden) thanks to cs go medals or commends.
